As eightx2 clarifies below, the web installer for the Windows SDK has the option to install the Debugging Tools for Windows without downloading the rest. This isn't valid anymore, as the link now redirects to the WDK download site. The windbg MSI package hovewer can be downloaded directly, as @Wu Yongzheng pointed out.

I'm trying to learn how to read dump files but I'm hung up on trying to install WinDBG. I've been following along this tutorial, but the executables are missing from their expected locations and I can't find any windbg.exe files anywhere on my hard drive. All I have are 4 .dll files in the installed debugger folder, and windbg & windbg.exe are unrecognized. I have a fresh install of Windows 10 Pro on a VM, .net and Visual Studio is installed with Windows SDK as well.
I have latest windows server 2008 R2 standard on which multiple people have accounts .

On doing a google found many people suggesting running scanners and antivirus programs. I have done that but that didn't help .

I had to install older version of windows sdk to get an older windbg which was specific to windows server 2008 r2 . My iso name was en_windows_software_development_kit_for_windows_7_and_windows_server_2008_r2_x64_dvd_400021.iso

The more recent versions(preview versions) of Debugging Tools for Windows require the most recent Universal CRT update. You should get this through Windows Update or https://www.microsoft.com/en-us/download/details.aspx?id=48234
